5 HÅNDTERING AV GLOBAL SHIELD
I evalueringsprosessen er det foretatt en gjennomgang av PSTs håndtering av informasjonen fra Toll- og avgiftsdirektoratet (TAD) i forbindelse med prosjekt Global Shield. Gjennomgangen er todelt. I første del, som omfatter pkt. 5.1-5.4, orienteres det om den faktiske saksbehandlingen og om de opplysninger som saksbehandlerne hadde tilgjengelig. I 5.5 følger en beskrivelse av hvilke opplysninger PST potensielt kunne ha hatt, dersom arbeidet med Global Shield var gitt en annen prioritet.
5.1 OM PROSJEKTET GLOBAL SHIELD
Bakgrunnen for Global Shield er beskrevet i et brev av 14. oktober 2010 fra generalsekretæren i World Customs Organization (WCO):
"Earlier this year I invited you to participate in a project called "Global Shield", a multilateral law enforcement operation to combat the illicit diversion and trafficking of highrisk precursor chemicals used to manufacture explosives. The project consists of two parts, a seminar and an operational phase.
I am pleased to inform you that the "Project Global Shield" Seminar, held at WCO Headquarters in Brussels from 4 to 8 October 2010 was attended by almost 200 officials from Customs and Police, as well as from a number of international organizations. More than 70 countries were represented. As one outcome of the Seminar, participants agreed to the Project Plan which is attached to this letter.
It was decided to launch the operational phase of Project Global Shield from 1 November 2010 to 30 April 2011. A key element of sharing information and intelligence during the operation is the use of the "Global Shield-application", a web-based, multilingual and easy to handle communication system, provided by the WCO Secretariat. The use of the application was demonstrated during the Seminar.
In order to obtain the login and password for the "Global Shield-application", countries, Regional Intelligence Liaison Offices (RILOs), Interpol and the United Nations Office on Drugs and Crime (UNODC) are kindly requested to fill in the attached form and send it back to the WCO Secretariat by 31 October 2010 at the latest. It should be noted that a country may nominate several "PLAIN USERS" but only one "NATIONAL CONTACT POINT"."
Det fremgår at prosjektet skal ha en operativ fase fra 1. november 2010 til 30. april 2011. Prosjektet er senere besluttet videreført.
5.2 GLOBAL SHIELD-DOKUMENTER I PST
I evalueringsarbeidet er det søkt å kartlegge hvilke dokumenter knyttet til Global Shield som finnes i PST. Det er foretatt fritekstsøk i PSTs arkivsystem som viser at det før 22. juli 2011 var registrert seks dokumenter som inneholder "Global Shield " i dokumentteksten. Det er i tillegg funnet ett dokument som ikke var ført i arkivet (dokument 2). I evalueringsprosessen har PST også vært i kontakt med KRIPOS for å avklare om det finnes ytterligere dokumenter.
